I would say Mariah can't sing anymore, I think she's the worst (performer) even though she was once the best which is shocking

 

Also, I don't like when singers try to sing notes they cannot really hit, even, Rihanna for example, Katy also, even Madonna at some point (MDNA) 

 

Somebody I barely want to mention is Selena, I feel bad for her but I think she's kind of giving up on music because she cannot really sing

Selena is the clearest answer. There are various acts that have questionable or inconsistent vocals (Britney, Madge, Taylor etc) but I feel like they have occasionally proved themselves or its more about vocal decline than a lack of talent. Selena... its just not and there and never was 

 

Also... Hilary Duff. Same story. I have never understood my fellow millenial white gays that stan her, like okay she had some cute bops in the 00s and shes a nice girl but what exactly is she going to give us in 2025? 

Olivia Rodrigo and Gracie Abrams come to mind.

Let's spread the heat among some less obvious answers

- PinkPantheress has been serving but nothing but whisper *in a british accent* since day one 

- Addison for obvious reasons

- Several members of Katseye have non-existent vocals

- 95% of K-pop boyband members and maybe 80% of K-pop girlband members

- The Spice Girls sans Sporty and maybe Baby at a stretch

Very few of your faves could sing the variety of genres with the emotion, growl, power and vulnerability that Madonna has and does, just a simple fact. That's a true talented vocalist to me, not who can shout the loudest, do the most runs or put on a faux broadway voice. 
 

Alanis, Annie Lennox and Cyndi Lauper have these voices as well, and are also overlooked when people talk about great singers, because those who scream and shout (not Britney) get all the attention.

Madge sounds lovely on her albums between Evita and maybe like... Hard Candy. Her voice is limited but during this era when she worked on it she used it well to the point where it was an asset not a detriment to a song

 

The same cannot be said for some of the others mentioned
