I think people forget that she was dumped by her super powerful manager over an injury, on top of literally everybody and their cat trying to do press cycles and write books about how they made Lady Gaga. The ARTPOP backlash outside of pukegate was really inorganic and had more to do with people who were formerly in her circle being angry at how she was still so much more successful than them, even without their support(Perez Hilton, Troy Carter, Laurieann Gibson, Akon, Nicola Formichetti[who was a big name in fashion at the time], Rob Fusari, etc). It's a matter of fact that one of those names was paying for articles to be put out at mass media outlets under a fake persona with an image found from google, people found the real person behind the Angela Cheng image, and years later leaks from a data breach at her law firm confirmed the numbers being spread by these made up journalists about debts to her record label and underperforming to expectations were totally fabricated. She was also beefing with Madonna, the QUEEN of pop. She had a lot of enemies. ARTPOP was the 9th best selling album of 2013 with less than 2 months of tracking and also launched an arena tour that managed to be successful even in markets she had cancelled dates in a year earlier. People grew to understand her talents better but she's been top of a-list from the moment Just Dance took off with zero deviation.

She's neither over or under hated. She has a couple of generational albums, and about an equal number of solid but basic and totally forgettable ones. She has her gigantic cult and the whole gp recognizes that she can write even if she can't really sing or dance, but is increasingly sick of her fans' mass hysteria. Outside of the internet all of the hate she gets is either centered around her wealth(which every public figure in her economic class gets) OR her fans insistence that she's the greatest and most successful artist of all time by an enormous margin when she's no better than at least a handful of other pop giants, and their insistence to make literally every conversation about her like middle school anime fans. She would probably be glazed to death like Beyonce if her fans were more normal.
