I think her fanbase on ATRL isn't big enough and people on here don't care much about her. They just simply enjoy her music and that's it. Not many people interested in knowing more about her. Well Gaga has managed some level of success and relevance after her commercial peaks, so I get her stans poking fights especially when their fave has more success in certain areas than others. Yeah sure, Miley was a famous Disney star during that time but how does that equate to someone being a legend? It's like saying Zac Efron is one based off of how popular High School Musical was/is. She's a former teen superstar who had one big era post-Disney and managed to generate some amount of controversy every now and then, but she hasn't had any major impact on the music industry to be classified as a legend. She's certainly a Disney icon, but she's not a legend. And also Madonna STILL gets dragged for her numbers by stans, that just goes to show how Miley isn't really a big factor in pop culture anymore.

Because she's one of the youngest legends and already stood the test of time. She can flop to oblivion and she is still a grammy award winner who has:

It would be great to add more adult classics but if she doesn't then so be it.

She's fullfilled the teen to adult pop star longevity that will continue to shield her.

I think it's because people just don't really care about her.

Now come on this sounds like bias. Gaga has never flopped like the girls mentioned. She's had a top 5 single from every studio album minus her Jazz cover records, even her soundtrack album bagged hits. Hell majority of Gaga's fanbase is the gays and even Joanne a country/Americana record sold 200k first week. Comparably Younger Now did 45K first week, it's not even close to the same thing.

Hannah Montana solidified her for life. She don't need number one smashes anymore. And the fact flowers is already like one of the biggest songs this decade… she will be fine.

High School Musical and Hannah Montana emerged from the same era (both from 2006), both had great success and helped take non-animated Disney media to a bigger worldwide audience, the High School Musical soundtrack sold more than any Hannah Montana album. Of course Hannah Montana was a big success, but how on earth does Miley playing a character on a Disney sitcom make her a legend?

There's a reason she worked to distance herself from the Hannah Montana image, and sometimes to great extremes

Bc subconsciously we still view her as Hannah Montana and that her entire career as Miley Cyrus has been a fun side gig that isn't meant to be taken as anything more than a bonus. Kinda like Gaga's Harlequin.

Cause flopping is the standard for her. She only has like 1 hit album from 13 years ago.....

Miley peaked very early on. Being a beloved child pop-star, she has grown up with a lot of her fans and casual listeners. She is always doing something to push herself artistically, but she always serves a bop every couple years (On A Roll anyone??) to prove she's still got it. Because of this she has a lot of goodwill from the GP and respect from other stans

She usually flops and doesn't have many hit songs anyway. Even popular songs like We Can't Stop or Wrecking Ball aged like milk and no one listens to that in 2020s. She's a harmless flop with like 2 big hits that no one really is bothered about.

Because not everyone is immature and unemployed.

Difference is Miley on top of playlistings and Selena was middle, Ojos Tristes was added after scoring top 50 on its own.
