I dont even consider RO a flop tbh. It's a big decline yes, but Houdini and Training Season were moderate hits and the album is on 2 billion streams after a year. Pop girls don't just stop being a MPG after one moderate-performing era, especially not if they can still tour arenas and stadiums.

 

To consider RO on the same level of flop as Jessie J's latest album for example would be crazy. If Dua's next album keeps declining, that's another story. 

 

But with that said, I do agree that Dua, despite her impressive streams does feel more "faceless" and less famous than traditional MPGs like Taylor, Beyonce, Gaga etc. Her fanbase is also a lot smaller. 

None of those listed in the OP were shocking at all, though. If anything, the only thing that was moderately surprising was that Jessie J didn't last longer in the UK, but I still never saw it for her in the US. 
 

The only legitimate answer I can think of is Nelly Furtado. Loose was massive, and while she never could've sustained the longevity and consistency of a Taylor or Beyoncé, it's still a little surprising she didn't have at least 1-2 more successful albums/eras before her success tapered off. I feel like she could've easily had a Katy Perry sized career, but for whatever reasons it never happened.

Probably not the most mainstream main pop girl ever, but I had a lot of hope for Sky Ferreira — the talent, the vocals, the looks, the music, the cult status… shelved by a shitty label.

X-Tina was an almost mpg ? I say she was one in her own right. 

I can only think of Olivia Rodrigo. She was HUGE HUGE but then…
