Not really. Both girls have power in their belts but they can be quite unstable.

Demi uses head voice to flip into as a crutch when she is not sure of her belts. Katy the same.

They also have similar ability to flip between both registers and their clarity in head voice is very similar.

i love this song it's a shame female led ballads don't smash at the same frequency as male ones

Comparing Katy's vocal abilities to Demi's is insulting (to Demi), but I think you're referring to the slight similarity in tone when Katy is having a good day and only singing within her extremely limited range.
