I think her production is generally too abrasive for GP appeal. But perhaps the rise of people like Charli and Underscores will pave the way for those kinds of artists to have more mainstream success.

Does she need to be? Not every artist needs "hits" to be deemed a success

I'm not sure, but her album is honestly one of the best I've heard in the last 1-2 years (arguably better than Brat), and it deserves to be a breakout moment for her.
