i believe it was Red not 1989 and i was in the US for vacation that year it made me wanna buy a papa jones pizza so i could see the red cover on my pizza box not the other way around.

I feel like it's Spiceworld if we'e counting female groups as well. They had a whole fictional narrative movie in theatres not just a documentary it was an actual MOVIE with a plot and everything, they were on every TV show known to man all around the globe, wall to wall media coverage globally. In Fall 1997 the Spice Girls were absolutely everywhere on the planet, you could not escape them. Even in third world countries the children were dancing to Spice Up Your Life.

 

ARTPOP had a huge rollout and tons of promo, it's the first example that popped into my head. Gaga was still in her imperial phase when she released it(and also ended that phase lol). 

Shania's Up! and Born This Way were the most expensive ones I believe. 

it's a money laundering case for the ARTPOP "25M" figure

it might have been BTW.  the promo was everywhere. during release week they were blasting Judas in the train stations in the capital, and they even printed some of her writings in the free metro paper. the news covering it showed her screaming voice from the speakers 'judaaa, judaaaaaa' in a pretty empty looking station. it was quite something.
