Minis aren't very popular in Japan. It's more common to release 2-4 singles and then release a full album that includes the title track from those singles along with original tracks and solos.

Cost and budget. Singles are half the price of EPs for consumers, usually sell significantly more, take less effort to create and you have to pay less in royalties.
