Girl if you randomly sing "It's me...." literally 80% of people that are like 12 - 35 years old will go on with "HI! I'm the problem it's me"  At least that's the case here in Germany (where Taylor isn't as big to begin with...)

It could have been Jack. In the past, Hipgnosis have given their artists quite a lot of freedom to take an independent stand for political or artistic reasons.

For example, they allowed Neil Young to remove his music from spotify.

If it was Hipgnosis, then Jack must have approved and I'm sure Taylor would have known. No one woke up in the morning to find a cheque in the mail (or direct in their bank account) without knowing they were going to be getting a payment.

 

The fact that no-one in the industry is talking about it suggests it wasn't Hipgnosis, because there would be no backlash from fans if someone said "foreign corporation threatened to sue young girl".
