If people don't trust you and think you are a bad person, winning over their vote is nearly impossible.

I have not personally been to all Latin American Capitals but from what I hear these are the ones worth a visit: Havana: I hear it's pretty, and has a unique culture and vibe you could likely not find anywhere else. Buenos Aires: Self explanatory. Probably one of the great cities of the world. Santiago: I hear that it is a nice place to visit and surrounded by incredible mountains Mexico City: obviously…probably the best capital city to visit anywhere in the world. Bogota & Lima: I hear mixed things but some people LOVE these cities so worth considering. Honorable Mention: Rio De Janeiro. Formerly the capital and certainly worth visiting.

I'm not Mexican and can confirm that Mexico City is arguably the best city in the world.
