Janet was not local she still has 17 top 10 hits in the UK. And she sold out arenas across the globe.

The issue was virgin was not good with overseas marketing as the more established markets of the time and her sound was more rnb oriented. For her to SMASH the way she did with that's the way goes globally is amazing for it to be such a heavy rnb song

She got blacklisted and her team is horrible with persevering her legacy, completely going against putting her on playlists and having a new generation discover her amazing music. The only people under the age of 30 that know her are either gays that either branched out their pop taste and listened to "older" stuff or those who were raised in a black household.
