Combination of several things, in early 2010s radios in UK announced they will not playlist artists over 50 because they want younger demographic. She released her worst song ever as a comeback (GMAYL) and started the narrative that she is bad no chasing trends She never signed to Interscope, she as given away to them after signing 360 deal with LiveNation. And on top of that Interscope messed up release in UK, they were aiming for what Coldplay did with Paradise if I remember right when it jumped to #1 when album was released based on all album preorders accumulating towards singles chart, but her team/Interscope somehow missed the fact that UK charts changed the rules like a week before GMAYL was released With regular digital release at the time it would've reached top 10 for sure like it did in any other chart in the world.

Like what is the point of manual edits if software's just gonna reset everything from time to time? And ho knows what other years all got reset to pre-manual edits... What a waste of time and energy.
