YG's real return on investment into CL and 2NE1's scrapped American projects was the business connections they made to immediately open the way for BP, and I think that was more or less always the plan. Even 2NE1's 3rd album was just a black pink songwriting camp but with guide vocals sung by a-list celebrities.

I think there are some valid points over her but, if we try to compare CL's trajectory in the west vs BoA's (for example, and I LOVE BoA), CL definitely had better cards in her hands.

 

Despite providing a quite cohesive and solid album, BoA had basically zero support from the rest of the (western) industry, didn't have a proper international deal, radio refused to play her music, K-Pop was still quite niche during her American album rollout and there was an overall lack of Asian representation in media. All these worked against BoA's album success, which ended up selling 8k.

 

CL created connections with Hollywood and celebrities around the world, had an American deal + management, had a cool image, even if not mainstream K-Pop was properly on to the map.

 

I do believe YG was scared of CL's possible failure, but truth is that they didn't even try to give her a real chance after LIFTED (which was a quite forgettable single choice imo) underperformed.
