Because she did it to promote the Chromatica tour film. It was the only way to get people interested in a 2 year old tour

Because they knew she would get dragged to hell and back for releasing the film without anything new attached to it. The meltdowns in here would have been non stop and the narrative surrounding the film would have been "Gaga releases movie for years old tour and no one cares at all, not even her fans". This way with the snippet at the end they shutdown that situation even though she was months away from a release of something new. In short she added the snippet to shut everyone up and avoid being dragged
