I remember too when ARTPOP happened stuff went on BTS like she was having meetings and things like that. She got new management 2013/14. They probably discussed the transition to streaming, the death of the pop boom, what to do to come back and shake off the way her music reputation was so tarnished after BTW/ARTPOP. 

 

These other girls just jump on and think they can do it. Gaga had the talent, but she had the planning and the drive long-term. I noticed too at some point fans were totally dropped maybe her choice maybe management.

 

I felt that in 2020 that they maximised the impact of ROM/Chromatica/911 MV by her having these silent periods - it makes everyone thirsty for her then engage with it
