that's nonsense, she released a film for every single tour but 2 (one she was pregnant at and another nobody wanted a film for anyway since it was Part II of a tour we already had a dvd for) 

 

we literally saw her professionally film this tour, there's no reason not to release it, especially not when people like Oprah already teased it

i think it's pretty safe to say that the initial plan was for each album to have a collection of videos/a quick lemonade-esque film to coincide with each yearly album release. when that fell through, probably due to the overwhelmingly positive reception of Ren + her switching around the order of releases bc she's messy + the rumors about her not being happy with what she filmed, she pivoted to withholding the videos and has been working on stitching them together to make one big overarching film. and that would be the reason she has to wait till the last one's out for it to make sense

a behind-the-scenes/CC tour DVD would eat  I'd love to hear about her years of extensive research of the genre, inspirations, and story behind each song. Virtuoso intellect indeed

She made the girls from the "LEMONADE" film dance to no music and random beats, then hired those girls to then dance on tour, still without hearing the actual music they were dancing too. I highly doubt she loses up her grip on secrecy now, especially when the album and tour in question are 1-2.5 years away. 
 

This is the same woman that botched her own album release to add a new variation of a 14 years old song to the album, while recording new songs when finalizing the album. Her having Act III finalized to the point of creating even a draft of a setlist is unrealistic. She used to brag about bringing multi million dollar production together in two weeks, nothing's changed that much!
