That’s more a literal question than anything... could they? Can they write and co-produce all this content, get acclaim and commercial success consistently from it, without tiring their image? Can they adapt is hop across genres to keep things fresh? Mind, Taylor also has over a decade in the business, and she was peaking pretty much since sophomore. There’s more than just “5 albums in the span of two year”. First and foremost she built demand, a brand and she’s dependable af

Some of them need to wait someone else writing songs for them, so it is impossible for them to release album frequently. Even for Olivia and Billie, I doubt if they are productive enough to complete two great albums like folklore and evermore in the span of a half of year. Even if they’re able to do this, their label will still prevent them from actually do this, cause it will lead to overexposed, and I also doubt that if their fanbase can consume their physical album to not make the second album sales look miserable. Most artist’s contract even specified the minimum time between the artist releasing two albums, to make sure they will not mass release album in order to be out of the contract, and ensure the commercial performance of each album. In conclusion, they cannot.
