It's more the work of the producers and songwriters

She was "coolest" and most interesting during Teenage Dream. When she had bops and a good image.

I agree. Her output has been steadily terrible.

Teenage Dream is a *good* pop album boosted by an exceptional campaign, high-budget music videos and tactical features added for many of the single releases.

Nothing more, nothing less.

The era is undeniably goated for its success, but calling the album itself an all-time great feels like calling a Greatest Hits record an all-time great.

Singing and dancing skills are totally unremarkable; she was always known more for her pinup sex appeal and goofy charm.

Now whether she's evolved or you think her music is good is completely subjective. You can't ever deny the pop perfection of TD and Prism, no matter how corporate or label driven they were.
