It wasn't so much low budget as it was low time.  The girls were screwing around posting dance practice vids to songs more famous than anything in their discography in a pre-tiktok sorta way, and one of the wiggle vids randomly hit 3 million views or so.  Realizing they never had 3 million views in their life, they wanted to take advantage of this.  So with no plan, no concept, no choreo, no budget and no song, the promo dropped like 10 days later.

 

Back in the day when wage exploitation was even more of a thing, it was said anything in kpop gets done in two weeks.  But you usually start having the song!

It has nothing to do with their looks and everything to do with the fact that YG needed to prey on their insecurities so he could control them. Truly a monster.
