That is exactly the point? The spotlight of the show is the same for everyone. Why would Rihanna charting more songs than artists that were already present on the charts at the time of their HTS not be extremely impressive?

Exactly. And Gaga released a new album 4 months before the Super Bowl. The Weekend had After Hours the year before his + released a greatest hits album.

If anything that impacts the amount of streams not the actual positions. 

Gaga's impact was mostly thanks to sales though (which still was relevant at least for her at that time)
