Stylistically, this is a “Pop” ballad with R&B elements/sensibilities. 
 

“I Swear” didn’t even peak in the top ten of the R&B charts in 1994, meanwhile it was #1 on Pop radio for 8 weeks and peaked at #2 on AC radio.
