With the Eras tour Taylor mainly has indie-pop opening acts, except for the first show where Paramore and GAYLE open suggesting a more pop-rock sound.

 

Did she intentionally ignore Olivia or is she too big now? Or will she invite her, or maybe Billie/Avril for the European Tour?

Maybe it's a scheduling conflict, Olivia could be starting a new era or she just feels too big to open alongside Gayle

Olivia is already big. Doesn't need to tour with Taylor. Also maybe she has a different planned scheduling for her next album cycle so she doesn't care/need to make concerts next spring - summer.

Despite being only in her first era, Olivia is a headliner right now - she’s not an opening act kind of artist.

I think Taylor probably advised Olivia to not make her debut era all about her, either that or that they had a legit falling out following the deja vu samples drama. Olivia did mention Midnights though so I don't think they had a falling out.

 

Olivia's had a sold out debut tour and she will likely tour bigger arenas for OR2. It's not necessary for her to be an opening act for Taylor anymore. A guest surprise performance would not be out of the ordinary though

I think they mutually decided it was best for their brands to not have Olivia branded as the new Taylor and to dissociate their brands. 

 

One, it makes Taylor look like a legacy act or on the way out, even though, if anything, she is at her peak commercially. Two, the second Olivia underperforms compared to Taylor at the same point in her career she will be slaughtered online. Being branded as "the next" anyone is never a good move. Look at how messy it got with Gaga being the next Madonna....
