She's definitely a lead character, they keep using her for key parts of each trailer and teaser, or voice overs.  

Her delivery sounds so natural and GOOD. Queen of emoting.

The Cure was much better produced and current than all of Joanne. Established producers like Mark Ronson and Bloodpop should have delivered much better material for her

The plot twist, revealed in the first act, is that she's not playing Harley Quinn but a mysterious performer who arrives in Gotham with her mariachi band and a bizarre flying dress, Volantis  

so allegedly gagas Harley is this loser person who becomes this sort of groupie for the joker, but what she really wants is that joker persona for herself and she will go on to manipulate and basically twist arthur into a breaking point where she can take that persona for herself fully. she ends up replacing the joker in the end
