Zero fans know best about when to release because fans do not have insider info on which artists are releasing when, when manufacturing can be done, and when distribution details can be set. Do you think release dates are just chosen at random? There is a lot of thought and planning put into them and it is much, much more than "this Friday would be best because it is right before Taylor and after Beyonce". Now, a fan committee for stuff like merch and art design... sure. Gaga has some incredibly talented fans who could help her make some killer merch or album art.
