Most likely shipments since Billboard doesn't track WW sales. Also, I don't think she can sell 800k outside the US.

But she is selling less WW than in the US. Taylocal. 

And Mars perhaps? She’s universal according to her stans anyway

Billboard uses label numbers for global stats and has done so for decades. This is either global shipments or global shipments + SPS.

It didn't take in France btw (#11 on the charts - 7900 albums sold). 

The next objective for her is to penetrate the European Market a lot (that she can do) 

She is huge in Asia, Oceania, Brazil and Mexico, Europe is not the only market apart from North America.

A global seller

She is not huge in Brazil.

 

1989 was her only "huge" era here and reputation is going bad. The songs are not being played on the radio.
