Right now I'd say Nicki. She's the only really problematic girl out there to be honest. 

Edit: Maybe Katy is up there too. She's been making some questionable choices lately.

Demi for a good few years was getting into controversy after controversy. I think that it's been quiet recently but it was rough being a stan during that time.
