I think they are on the way of becoming legends, and I say that as a fan and stan of both of them, respectively.

She doesn’t have enough impact to be legendary. She’s like Cyndi Lauper - an icon, definitive of her respective era, but had no impact afterwards. Stripped is a great album, but everything she’s done after that pales in comparison, so I could you could call her a one album wonder. Back To The Basics was successful, but it’s very forgotten now. It’s as if only stans know it exists, and even they barely talk about it. 

She’s seeing great success in Latin America tho!

Britney is on a higher tier.

 

The ones I mentioned are women who got halfway or are too new for legend status.

 

If Xtina is a legend, so are all of them. Cause most of them are more successful or impactful.

Longevity is the hallmark of every legend, so considering Christina bombed in her 11th year and never recovered, I'm inclined to say no. But she had her moments and is undisputably influential, which definitely makes an icon!
