I unironically think the only way for her to do this is embrace the Christian singer thing again. Her 'Heart in Motion', if you will. A huge vaguely-Christian inspirational power ballad anthem in the vein of "Firework" or "Roar" could do the trick. And I feel like people are starting to want corny uplifting sentiments again in pop.

Drop the whole teenage dream persona. The problem with Katy is she is suffering from an branding/image issue. People don’t take her seriously as a musician. She needs to make pop rock music again or something more mature pop like prism era. 

I understand ditching Dr Luke, but she shouldn’t have ditched Bonny McKee too. Apparently she wrote all the good parts of Katy’s songs

She should have kept Benny Blanco and Bonnie, they were also responsible for Cali Gurls/Teenage Dream. Max Martin alone doesn't work with her for some reason, it's too sweet, she needs that extra American edge.

I’d also look into exploring adult contemporary as well, feel like her sound needs to transition like Mariah’s did in order to have a real resurgence of a similar caliber.

What's there to emancipate? Katy is talentless and already gave the best she could, she's lucky to live off Teenage Dream royalties and American Idol pay checks but her music career is very much over.
