Charli is doing great but I think ultimately she doesn't have the wide inter-generational appeal Gaga has (for one she's not a great performer with strong vocals) and even her songwriting is not giving classic pop anthems (nothing wrong with that - it's not her goal). Gaga is the artist who is best positioned to take on that role.
