I think it's a callback to The Fame Ball being her first headlining world tour, "ball" means a gathering and a celebration- a party in the context of her tours. She had the artRAVE be "The Artpop ball" as well.

It refers to the ball culture of NY gays in the 80s-90s. The word Haus of Gaga also stems from this.

Ball might also refer to ballroom culture of NY, where she's from. Joanne WT, Enigma, and Jazz and Piano weren't referred to as balls because they were more traditional (enigma was a residency)
