Africa/ middle east arent desolate lands. 100% of the continent (africa) has internet and they stream, if not on spotify/apple music then on youtube. They're just less likely to be included

The Super Bowl had a huge effect on her career back then unfortunately. As many people felt the stunt was intentional on her end. The GP protected poor little privledged Justin instead. 
 

I could see her music having a resurgence with the newer generation at some point if the right songs go viral.

Idk how shes above Michael on the Billboard All Time Hot100 artist list. I dont think I know any of her songs. I definitely heard snippets here and there but that's about it. I only know her as MJs little sister

Outside the US: People don't know her, they never did.

 

In the US: I think people respect her and she has left some impact to this generation's pop artists, but still, her music is forgotten (maybe because of the whole Superbowl drama). 

People always get mad when someone says she's forgotten, but the reality is if she wasn't people would be streaming her

They kinda are? You don't end up being forgotten if you have multiple 100M streamed songs on Spotify, especially for an 80s act.

Her team ruined her potential with that terrible management of her YouTube channel.

Taylor is an old-ish person from the US. So no surprising she knows Janet.

Streaming numbers are fickle; didn't her most recent tour do very well? I'd say that matters a hell of a lot more 

ATRL has a hard time facing the cold hard truth that she’s been mostly forgotten.

 

Most of the newest generation prob doesn’t even know Micheal Jackson has a sister named Janet who had her own solo career.

It's WELL beyond time for a new Janet album. Her last album was before streaming really took off, in 2015

I don't know if you were around ATRL about 5-6 years ago, but there used to be daily/weekly threads from OJH back then always questioning Janet's legacy to shading her poor Spotify/Youtube streaming numbers because she didn't even have 1 100M streamed song on Spotify. 100M according to them was the benchmark to supposedly having a classic streamed song, now that Janet has multiple it seems like that still isn't good enough and the goalpost is being moved. 

 

And to answer the OP, playlisting plays a huge factor for legacy artists streams on their old hits and Janet's playlisting is awful, compared to her peers anyway.

Maybe because she’s almost 60????

A fair assessment. I think a lot has to do with her nonchalant attitude. She's so unbothered and outside of touring, she not doing much to promote her work to the younger generation who actually streams.

Her fans do not use streaming  and new generation does not know her 

All the reasons stated, esp around the blacklist but also lack of effort in preserving her legacy and keeping her in the public eye in the last ten years. I hoped the documentary would be turning over a new leaf for her but it led to nothing.

She's quite local tbh. And to be fair, RnB-based artists always have less streams than pop acts
