Montanas population is a little over 1M, probably a small percentage of that are using TikTok. Not a big loss for the app, and they can always use VPN anyway. 
 

But it could start a domino effect where more states would follow suit.

You must be 100 years old. I hope not, and I hope you realize that the benefits of accessing the internet (you may know it better as "the web") are billions over benefits from accessing TikTok.
