Yes they "control" things to a significant degree, but these breaks are likely because there are periods where she's contractually restrained from pursuing commercial projects, because it negatively impacts a previous collaboration. Her team not doing what *you* want, does not mean they don't know what they're doing. There's so much more nuance to all of this than "she needs to get playlisting!!1!1!1! she needs to make more public appearances!!1!1!1!1 she needs to release the album when she has eyes on her!!1!1!1!1!1".
