There was no "world" in OTR II Tour either. There's been leaked dates in France and UK.

This is my sentiment as well. The logic in not immediately announcing it after the performance will never make sense. And then to drop the official announcement 1am eastern time, like wtf, they could have just waited for the Grammy hype at that point. 
 

Anyways, I'm still perched for my tickets, I want to see II hands II heaven live.
