For me it's also important that the album is cohesive. An album of only well-crafted songs that makes me want to listen start-to-finish and takes me to its universe, instead of a playlist of hits. I like it also when the songs push boundaries sonically and have something to say lyrically beyond romantic love. Critical and commercial impact is important but it's not a matter of who sold the most. In this sense, Ray of Light, Homogenic and Blackout are my picks. I can see Confessions II as a modern contender.

Madonna's is not a mini comeback, it's the start of the comeback with bigger and better things to come, smash hits, #1s, etc.

Both Christina and Miley had successful ones, just not as many as Madonna. For me, it really just comes down to music. Madonna's reinventions were always tied together with undeniable hits (LAP, Vogue, Frozen, Music, Hung Up, 4 Minutes) and the overall albums were better. And she also always went all-in with the new concept (even with Madame X). Christina and Miley are fast to abandon an era. Counterexample for Miley, she really promoted Plastic Hearts even without initial huge success and it paid off.
