Because her latest single from Shakira's Zootopia underperformed despite massive global promotion, so we can never be certain. The two collabs she did after also didn't do well.

Shakira is a GP girl. She has the most straight appeal of any pop girl which has given her insane longevity in global hits, but it also means she doesn't have as huge a hardcore fandom (at least not in Anglo-centric communities). I think we still need to wait for her next standalone single to see how it performs following Dai Dai's global success. World cup songs have a huge boost and DD's probably the most promoted song of all time in terms of exposure since the last world cup song.

She's a respected icon for sure but she hasn't had a hit since 1987 so it was pretty surprising to me! The Rolling Stones are in the same boat and are still a stadium act, but they had a decade of hits before the 80s too.
