Probably pre-ArtPop Lady GaGa could sing this song because she had a higher and lighter pitch. Then she started chainsmoking and roughening up her voice to sound however she sounds today, so she can't or won't do those higher and lighter tones anymore.

I think she could do Moves Like Jagger or Feel This Moment or Say Something tbh
