I figured "Best Instrumental" meant an instrumental album, but if it means best instrumental even on a vocal album, I would say Ayumi Hamasaki's LOVEppears.

I don't know a lot of mixtapes nnn so I just put Nicki's there cause I have actually listened to it

Looking at my choices I now realize I was picking out MPG-coded, ATRL friendly choices, so it's not exactly an accurate representation but nevertheless here's my poptimistic tier list
