I don't think Gaga qualifies as a legacy act at all. She just had one of the biggest pop cycles of her entire career and, I know we forget quickly, but had both the top streamed female track and album released in 2025. That is very much a current megastar. She just happens to also have a long, 20-year legacy.

I'd say her days as a huge hitmaker are behind her, and she's become more of a fanbase driven artist who may get hits here and there. Not to say she won't score hits again, but she's not a big artist among young people and is mostly known for her past eras.

I feel like legacy and nostalgia act denote someone who is done having blockbuster success and people only really think of them the way they were in their heyday. Gaga won't have another TF/TFM string of hits again, but she still has blockbuster success several times after her career passed the 10 year mark and she's not just thought of as she was in 2009 either. Her DWAS looks, Coachella/Copa performances, Abra choreo and looks ect. prove that.

I don't think legacy act is an insult. I'd say Beyonce is there too. Still relevant but more of a cultural figure than a current hit maker. Half of Gaga's discography at this point is moreso for her somewhat niche fanbase of gays as opposed to being more zeitgeisty.
