it's because she was up against Les Enfoirés' album which is a group of popular french singers coming together and doing both a tour and an album each year for Les Restos Du Cœur (a charity that gives free food to people who need it). 
 

It's been really popular since like more than 35 years so of course she wouldn't be #1.
