Well we need to see the fact that it was fueled by Ariana's starpower at the time and also people were excited to see two pop girls collabing. And it fell very quickly in comparison to other successful hits. So in conclusion, the US rarely supports that sound unless a lot of other factors help. Thus, we shouldn't have big expectations for Lifetimes.

Gaga and Ariana just are bigger and more talented in general than Katy. The quality of the work is clearly translating for some and not for others. 

What if Katy intentionally released the worse song first so that it could take all the blowback, then the next single it's "yesterday's news."
