She could very easily headline arenas all over the world, especially Europe where she could probably do multiple dates in several cities. Why isn't she touring more?

She's lazy

I feel the only aspect of the music she cares about is writing/making albums, everything outside of that post-BTD seemed like it was a struggle for her, I honestly feel so lucky I saw her live at a festival, because she will probably never tour Europe again like that, it's a shame but it is what it is

She doesn't want to. I was actually really surprised when she decided to do this mini european tour she's doing right now, it's so not her

Touring is a money thing. She just has a lot of it 

She hasn't toured since 2019, and hasn't toured properly outside of North America since 2018, before Norman F Rockwell. This festival + random dates thing is, I think, a way to see how it all goes. I'm smelling a proper / longer tour through 2023 and all of 2024.

She's rich lol and these festival gigs pay a very heavy penny. Although I will say, she may get inspired to do more due to the great reception. Just look at her outfit in Italy. She was feeling herself for sure (as she should). The MITA festival was next-level insanity! Gotta be a great confidence boost to return to the stage to that crowd.

It's clear that she just doesn't want to. Her 2020 European tour was cancelled due to "sickness" but she was spotted at Disney World a day later. 

 

Miley's recently said she doesn't want to be showering in buses, and eating takeout every night, and so isn't touring.

 

Lana probably has a similar mindset. It seems like she's compromising by doing festival shows. Which don't seem to take as long to prepare for.

Even when she sings "you write, I tour, we make it work", she actually hates touring 

Lana is the type of artist who only performs whenever she feels like it. She might like performing, meeting fans and all of that, but it also seems like doing extense tours it's too much for her because of anxiety, stage fright and stuff like that. What she really loves is the process of creating music, but performing it it's another ticket 

To preserve her voice 

I think she’s getting a feel and seeing if it’s something she wants to do properly again, hence the range from 3k to 65k audience sizes and spontaneous announcements.
 

Signs do point to her doing a real tour once the festival dates wrap up. She seems to be enjoying it immensely and stepping up her energy and setlist production.

Lana isn’t a touring act, multiple times she has stated in her songs she hates fame (God knows I tried) plus she is barely on time doing a festival is enough work for her

she's lazy a bit in that regard and probably doesn't love doing it. but it seems that she is enjoying it again recently. 

Lana is a Cancer sun afterall. Cancers are happiest and feel safest at home, with their friends and family in a familiar environment.  Lana’s never seemed to absolutely love touring. She’s more comfortable writing in the studio and being an artist. The rest is fluff to her. I’m grateful I saw her when she was last touring and even got to meet her. I don’t see her ever doing a full-blown tour again and I don’t blame her. She has the relevance, the accolades, and the money. She’s set. Why do things you don’t wanna do? I do think she enjoys performing occasionally and connecting with her fans. It’s clear she loves her fans. So it makes sense that she’s doing one-off shows now. It’s more sustainable.
