Although is been panned for the following reasons: 

 

Shania Twain’s performance at the 2003 halftime show was a disappointment for country music fans everywhere. Twain’s set was so bland that the cameras focused on the band, pulling the cameras away from her.

 

After watching it, you almost get a headache from the bad camera angles, the editing was a mess...Also the use of playback didn't help since Gwen followed Shania's performance and sang live...And no comment on Bon Jovi's performance 

 

But Shania looked amazing, beautiful outfit and she was just shining! A slay!

It almost makes me wonder if they recorded a live version for this performance... 

 

Anyway the outfit is beautiful on her waist, the boobs look stunning, when she turns she looks like a sexy Villain 

I always wondered why she didn't sing live but she looked amazing  She's such a gorgeous woman. 

She looks stunning but a very underwhelming set list and I don't get why they had so many performers all perform on one night.

These ensemble Halftime Shows used to be the norm in the late 90s/early 00s. They'd always have like 2-5 headliners + often special guests on top of that.

Barring some rare exceptions like Michael Jackson & Diana Ross, solo Halftime headliners are more of a recent thing.

It's therefore highly understandable why these shows aren't remembered as the ones from the past 12 years. Saturation is never a good idea, especially when you're already dealing with so much raw star power.

She did look stunning but the performance overall was pretty underwhelming. SP halftime show performances didn't really get interesting until 2012.

Halftime shows used to be so low budget

That and I think the SB Halftime Show in general has leveled up considerably in the past decade or so.

Looking at past shows, it seemed more of a lower-budget/-effort performance, but now it has really become a whole immersive spectacle itself. It feels like a much bigger deal now than it may have in the past, so the stakes are higher and all artists step up the game, which makes the performances more memorable.

No one cared about the halftime show until Beyonce's (and the Janet/JT controversy, but that was after the show). Her PR team and stans turned it into a spectacle. It's all marketing.
