This is just a psychological thing, there is absolutely nothing you can realistically do if you're about to get nuked. An ICBM can cross the entire Pacific in 30 minutes. There is no time to evacuate the city unless you're standing next to a helicopter. The best bet is to head into the subway system, but even then good luck getting out or not being trapped by destruction above ground sealing off exits. And the radiation will probably kill you after anyway.

A standard basement will not protect you whatsoever. If you're in Manhattan and a serious nuke is heading there, you are basically dead. Even if you survive you would be left in a hellscape of fires everywhere, no way off the island since bridges would most likely collapse, radiation slowly poisoning you, and people wandering around in a daze like zombies with the flesh melted off of their bodies (this was reported in Nagasaki and Hiroshima).
