I would say it was a bit of both. I think he was uncomfortable with Gaga's declining popularity so he tried to force Gaga into doing things to "stay relevant" which in turn caused her to fire him because it became clear what his intentions were: money over her well being. The fact that there are "fans" who still wish Troy was around is insane to me.

On a serious note, the GP has been relatively forgiving of Gaga having messy/unfinished/unpolished eras for three consecutive studio albums in a row now, even if ASIB was in between two. She's seen as legend.

 

If she serves ASIB/BTW-level quality with LG7, it may pan out well for her. Bloody Mary smashing was indicative that the GP discovering quality = smash.

The GP can’t name most albums by main stream artists. If you tried talking to a member of the GP about the Joanne era being messy/unpolished they would respond, “Who’s Joanne?” 
 

Getting a hit is all about marketing and luck, quality does not matter (this base loves to talk about Taylor, midnights is one of her most mediocre albums but her marketing is on a whole other level making it is a massive hit). Gaga only likes traditional marketing methods, she won’t put resources into getting a viral TikTok hit for a lead single.

This is a fair view.

 

Traditional marketing isn't always wasteful and Chromatica's major roll-out was based on a traditional methods, but her marketing mix for LG7 should definitely include modern channels. Out-of-home marketing is making a comeback so LA/NYC billboards wouldn't be a waste either. Hopefully BM's viral success will inspire Interscope/her team to leverage channels like TikTok more often.
