I can't @ some hive entertaining the idea that act iii could be a DC or The Carters album. Never gonna happen. This is a BEYONCÉ project.

Yeah I definitely had the same thought, I think part of her is singing it from her own perspective as Dolly referencing Sorry before the track makes that clear, but the Louisiana line does make it sound like it's from Tina's perspective too. So I think it's a mix of the two.
