Are charts broken?
I can't ever imagine there ever being a consensus as to what counts as an "old" song/album and how long one is allowed to chart before being artificially limited in some way. It's controversial as is in countries with some kind of system like this in place. There will just be 2 charts (one for new one for old) that neither is representative of what people actually are consuming. e.

Trained guide dogs for the disabled typically behave quite well. Exceptions don't overide the commonplace thought, which is careless owners letting their pets move around and piss everywhere.

I think you're still hung up on the fact that you see it as a sort of transaction. You pay for your kids and then you expect them to repay you. But that's not how (functioning) parents see it. They may or may not. They may or may not have the economic means to while simultaneously taking care of themselves and their own kids. They may or may not have elderly care and elderly home infrastructure that can ease their burden. This is actually increasingly a pressure on developed and fast developing non-American countries. But this is not even the point. The point is people are not actively thinking about that when they decide to have kids. They are not looking for a return on investment.
