It concluded that the State of Israel was responsible for "the commission of genocide" against Palestinians in Gaza. Another significant UN body is the General Assembly's Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People. Its September 2024 report concluded that Israeli policies and practices during the reporting period were "consistent with the characteristics of genocide." Its subsequent September 2025 report went further, saying the Committee was "ever more convinced that the world is witnessing genocide in Gaza." Among professional genocide scholars, the clearest collective reference is the International Association of Genocide Scholars. Its resolution passed on August 31, 2025 declares that "Israel's policies and actions in Gaza meet the legal definition of genocide in Article II" of the Genocide Convention. IAGS resolutions require a two-thirds majority of participating voting members; Reuters reported that 86% of those voting supported this resolution. Even Israeli genocide scholars are calling this a genocide. Amos Goldberg, professor of Holocaust history at the Hebrew University of Jerusalem and founder of its research forum on Holocaust, genocide and mass violence, has explicitly characterized the events in Gaza as genocide. In a 2024 interview he stated that "what is happening in Gaza is a genocide"; his academic credentials in Holocaust/genocide research are documented by Hebrew University and the US Holocaust Memorial Museum. Daniel Blatman, a Hebrew University historian whose research includes Holocaust historiography and genocide, has likewise characterized the campaign as genocide. His academic work explicitly includes genocide studies and Nazi genocidal policy. Several Israeli or Israeli-born genocide/Holocaust scholars working outside Israel have also made explicit findings.
