In terms of music alone no it's well behind the 90s. But if we consider TV shows, movies & games then yeah it's up there with the 90s I'd say.

I feel conflicted about the 90's because, while it was a great decade for Rock and R&B, it was pretty lacking in the Pop department imho outside of the established acts from the 80's like Madonna and Whitney. That's part of why the rise of the Spice Girls and Britney was deemed so monumental towards the end of the decade.
