Technically, but I don't think any were formally labeled as "Act I": "Upon its release, Cyrus revealed that She Is Coming was the first of three EPs that tell "different [chapters] to a trilogy" that would together form the full-length record that was confirmed to be titled She Is Miley Cyrus. However, the project was ultimately scrapped 

I wouldn’t be surprised.  Many major artists have done this.

The announcement/album seems to be pa Act I of the era. Maybe the visuals will be Act II, the tour Act III, a documentary Act IV and a big package of it all Act V. I doubt it’s a double album with the acts being more music. More like an extension.

I don’t think so. We would expect all that with an album release anyway and to add act 1 just adds hype that there will be another album, plus there was B8 on her site.

I think we’re getting two acts. The question is how far apart they’ll be. I think Act I is meant for one Grammy Period and Act II is meant for the second. Or more accurately, I could see us getting a Summer Album and a Winter Album.

I mean you’re right but I think her aim would be more about B8 dropping before the tour rather than just waiting for the Grammys. 
 

Also if there is an act 2, it’s mostly likely already finished or close to it.
